Required materials
Paper and pencil (or pen... or maybe you like marker?) You even can play without paper: all you need - something to draw a grid on.
Rules
The game is played on 3x3 grid. One player uses X, another - 0. Your goal is to fill a row of three X's if you use X and a row of 0's if you use 0. It can be vertically, horizontally and diagonally. I've forgotten to say that you have not only to fill the row but also to be the first to do it.

X -Strategy: When You Are The First To Act
If you are the first to act:
Step 1
Begin with the corner squares.
Step 2 and further
a. If Player '0' puts his first '0' in the center square. Occupy another corner square.
Now if he puts his '0' in the corner you should fill the remaining with your 'X'. Now you can be sure that you've already win. Look:

If he didn't occupy any corner, then you shouldn't let him fill the row: place 'X' where he's going to place '0'. They '0' player will surely put his '0' in the corner square to block you win. He blocks, then you block, then he... and so on. If nobody forgets to block, then at the end you see the following picture:

b. If Player '0' puts his symbol in any other square:
1. Next to you. In such case chose center yourself. He'll block. Then you'll see that you're the winner:

2. The opposite corner (horizonally or vertically). Chose the corner that is opposite to you (diagonally). Then 'O' will block hte center square. Put 'X' in the remaining corner giving your opponent a chance to chose the way you'll win:

3. Any other square. Put 'X' opposite your first 'X'. He'll block you, then put 'X' in another corner and again - all he can is to lose:

0-Strategy: When You Are The Second To Act
If you are the second to act
Step 1.
Place '0' in the center if possible. Let's suppose that Player 'X' will follow our strategy and place his 'X' in the corner. Anyway - be prepared that you'll never win playing '0'. :) All you want is a draw.
Step 2 and further
You can face the following situations when playing as '0':
a. He's going to fill the row immediately. Block. If you have '0' in the center then this way you're forcing him to block your win. Put '0' in the corner because it's understood that there will be no winner in this game:

b. Suppose now that there is 'X' in the corner ans another one in any other square (but not in the corner). Put '0' in the X-opposite (diagonally) corener. After that there is no doubt that nobody will win:

c. Another situation when there are two X's in no-corner squares around one corner. Put '0' between them. Your opponent has to block you. No winner... Again...
